My only thought is maybe your cat has allergies and his chin is so itchy he's rubbing it raw?
I don't have a cat, but I have a dog and he gets allergies so bad in the fall that his face & paws wind up raw from him rubbing and licking them (and can get infected if not cleaned/treated). Either way, I'd recommend giving his chin a good wash and try to keep the area as clean as possible. If you think it could be allergies, you could try an antihistamine cream too. Good luck...
