Hey there... long time no see How exciting that you are looking at added to your family

Singles are tough right now, heck IA is tough right now... UNICEF has pretty much managed to kill most countries.

Here is what I believe is pretty current:
Marshall Islands will consider singles, but it can be tough
Ethiopia - I know they were reviewing their singles policy, not sure where it ended up
Columbia - is still allowing singles but only for older children
Haiti - is all over the place and is taking 2 - 3 years but I believe is still doing some singles
Burundi - I don't know what is up with this country but I know a friend from church had been looking into adoptions from their, they were married but said she had a single friend who was in process from there a bit ago
Kazakhstan - is still open for singles, though still has long travel requirements
El Salvador - is supposedly still adopting to singles but I don't think they are doing much IA

oK I did a quick google and one country that popped up that I haven't heard much about was Morocco.... so I checked rainbow kids and it appears to have shortish waits and adopts to single women. Not sure what agencies work with them but thought I would put it out there too.

You might want to check out an agency called Wide Horizons. They are excellent and help many singles.
