I am pretty sure we have one person who has adopted from there, but of course my memory isn't as good as it used to be. I think she adopted a girl and a boy..... augh this is going to drive me nuts. Bulgeria has pretty strict rules around who is able to adopt from there.... if you aren't familiar with them check out www.rainbowkids.org

The agency I work for just started a Bulgarian program. You can pm me if you have any questions. For me personally, we have a family in the process of starting the first dossier. The children are 18 months or older at time of placement..and I believe once the dossier is in Bulgaria it can take up to a year or year and a half for a referral.
