?? Question about Cedula- Guatemala

Hey guys!
I have a friend who is waiting for her son and is out of PGN. She has been out of PGN for 5 weeks to date.
The issue is that when her lawyer submitted paperwork for BC to be issued, they were denied because civil registery wanted BM to get a new cedula.

BM is from Izabal and we are confused to why she would need a new one- agency is not even sure why they are requesting this.

Has anyone heard of this, and if so what was the timeline to get this resolved.

Why are so many people getting held up at the end???

Thanks for any info you might have. She is at the end of her rope and very frustrated and sad. She was going to go this week to Guatemala because she could not take it any longer, but I guess Embassy is giving people problems when they travel ahead of pink....

Hi Amy,

This was our first hurdle. It took us almost seven weeks to get to DNA because they wanted a new Cedula. I was told it was because it was old. Don't know why that would be a problem. I have copies of her old and new cedulas. It took about two or three weeks in our case. Again I have no idea why. She did live in the Peten (way up north) so maybe that was a contributing factor.

I am sorry to hear she is being held up but, like Sharon, when I have heard of these requests it is because the Cedula is old and they want a newer one ???? don't know why that would make a difference one way or the other but it seem's to.... though I usually hear about new cedula requests at DNA not from the Guatemala side but heck you just can never predict what will come up on this roller coaster ride.

There are crazy requests coming from everywhere right now...

Embassy is asking for crazy things...DNA pre approvals, PGN is investigating certain cases and CR was beginning to move but as I told your friend there must be some that like to make life difficult still in there....

I told her to really get on her agency and ask why this lawyer has not sent someone up to where the BM lives and just get it done. It has been so long already and this has really been a waste of time..I just hope that they dont send someone up there and then it takes another few weeks to process

I was trying to get her more info on the process for replacing an existing cedula....I will em the person again tomorrow...

Thanks so much.....I just cant believe how difficult this process is getting. Wow....
I agree that she really needs to stay on her agency's case to get the lawyer to get this done. Being out of PGN for 5 weeks adn not able to go is absolutely heart wrenching.

Please keep them in your prayers.....If anyone can move a process it is when our board comes together

my understanding is that their cedula indicates if they are single or married... if it's an old cedula they dont for sure the BM is still single... usually agencies have all BM's get a new cedula when the adoption is started... also, it's easy to get a fraudulent cedula ... i heard this from a lawyer who told me before he accepts a BM he goes in person to check the records and make sure it's a valid cedula.
