Does Every Follice contains egg?

I saw on online, that every follices not contains egg..is that true??
And is there any particular reasion for 2 failed IUIs?

My RE says it's possible for a follicle to not contain an egg, but not likely.

During my first IVF cycle, I had 6 follicles but I only had 2 eggs. I had no immature eggs, just 2 mature eggs so it is possible that each follicle doesn't contain an egg. The only way to know for sure if to have IVF egg retreival.
