Anyone doct not do baseline scan before stimming?

I just failed Menapor/IUI cycle #1. I went for beta yday it was negative they told me to wait for AF then start inj again cd3 and have scan to check on cd10 . It looks like everyone seems to have bw/scan before starting there next cycle. Maybe it was because I only had 4 folicles last cycle? Do you think it is okay to start before checking for cysts?
