I would like to know if this region is lacking in law enforcement or if this activity is rampant in spite of good law enforcement and the prosecution of the perpetrators of these crimes. Has anything else been done to try to stop this behavior?

I see that in 6 months the policy would be reviewed. If this is what has to be done to protect children then I am for it. It's drastic, but in the end the children's rights would outweigh the adults rights, IMO.

We have similar issues here, I had posted earlier. Some stores are refusing to sell liquor, listerine (yes they will drink it) and hairspray (they will sniff it) to the aboriginals here in my area.

Very sad situation.
